The Small Craft Harbours (SCH) program of the Department of Fisheries and Oceans oversees and maintains a system of harbours which provides commercial fishermen with safe and accessible facilities. These harbours are managed, operated and maintained by Harbour Authorities, not-for-profit organizations responsible for the daily management of one or more public fishing harbours. SCH operates under the authority of the Fishing and Recreational Harbours Act and the Federal Real Property and Federal Immovables Act.

The Maritimes and Gulf Regions of the program cover the provinces of New Brunswick, Nova Scotia and Prince Edward Island. This sector is divided in six areas where each is responsible for the management of the program with assistance from Regional Headquarters in Moncton New Brunswick.
